El Umiti — Elbasy Academy

El Umiti ('People above all') is a nine-month program training sectoral change managers at Elbasy Academy, a state think tank. The program covered 11 sectors — from agriculture and healthcare to regional development and geological exploration — and became one of the early (2020–2021) flagship experiences of facilitating transformation at the state level.

The role in the program included training participants in problem-based and design thinking, running the program's project office, and curating two sectoral directions at once — tourism and education: from framing sector problems to participant teams defending solutions. The work format combined problem sessions for each sector, open discussion platforms, and media-supported broadcasts. In 2020 alone, this line of work included 11 problem sessions.

One of the program's notable outcomes was the 'editorial team' model for professional communities — a small team of a coordinator, analysts, a translator, and a designer that adapts the world's best sector practices to the local context and creates original bilingual content. The model later became the basis for several subsequent initiatives in sectoral expertise.

The program concluded with team presentations on the results of nine months of work and a final report, 'Sectoral Managers,' analyzing the results for each of the 11 sectors.
