Concept of Public Administration

'The New Concept of Public Administration' is an open platform for collecting proposals to improve Kazakhstan's public administration system. Participants were asked to fill out a detailed questionnaire on the key areas of reform: human resource management, organizational culture, competitive hiring procedures, professional development and rotation of personnel, the structure of government, the judicial and law-enforcement systems, the quasi-state sector, the functions of government agencies, state and departmental awards, trade unions and public associations, public councils and professional associations, political parties, public-private partnerships, the state planning system and the budget process, evaluation of government agency performance, citizen appeals, rule-making, public procurement and services, document management, databases, and digitalization.

The work format combined research and structured discussion: alongside the questionnaire, the platform offered an electronic board for publishing proposals, an 'Expert Opinion' section, and digitized recordings of relevant broadcasts. Government agencies, independent experts, and the United Nations Development Programme (UNDP) participated in the work.

The project continues TransforNATION's line of involving a broad range of stakeholders in the development of public policy — through open digital tools for collecting and structuring proposals, not only through closed working groups.
