Green Economy and Low-Carbon Development

In partnership with the Public Administration Academy under the President of the Republic of Kazakhstan and the UN's PAGE program (Partnership for Action on Green Economy, supported by UNITAR), an educational program on green economy and low-carbon development for Central Asian civil servants was implemented in 2021.

The program covered 700 participants across 12 training cohorts, delivered online via Zoom and Miro. The methodology was based on design thinking and the 'Double Diamond' approach: from broadening understanding of the problem to focusing on a solution, from generating ideas to testing them. In content, the training was built around six green-economy themes: renewable energy and energy efficiency, clean air, the circular economy, water resource management, sustainable development of cities and villages, and sustainable agriculture.

A separate block of the program was training the trainers (train-the-trainer), based at the Public Administration Academy, so that green-economy competence would remain within the institution after the project's completion. The work concluded with the analytical report 'Assessment of Training Needs in Green Economy,' based on an analysis of public policy and a series of interviews with relevant experts.

The project became one of TransforNATION's first systemic contributions to the sustainable development agenda at the level of public administration — with direct access to international UN partners.
