MUNIS — Academy of Sciences of Uzbekistan

MUNIS (Modernizing Uzbekistan National Innovation System) is a $50 million World Bank project to modernize Uzbekistan's national innovation system. The country's goal is to enter the top 50 of the Global Innovation Index by 2030 and quadruple spending on research and development. The implementing agency is the Innovative Development Agency under the Ministry of Higher Education, Science and Innovation of the Republic of Uzbekistan.

TransforNATION's role in the project is mainstreaming MUNIS results and pilot mechanisms into public policy on science, technology, and innovation: from communications strategy and informational materials to organizing forums and mediating dialogue among government agencies, academia, business, and media.

The second track is a **strategic accelerator for the Academy of Sciences of Uzbekistan**: analysis and a roadmap for transforming 35 research institutes under the PRIM (Public Research Institutes Modernization) model. This includes interviews with institutes, diagnosis of barriers, and designing a path from classical research institutes to results- and commercialization-driven research organizations.

The case continues the line of science transformation started in Kazakhstan (agricultural science reform, QazInnovations foresight studies) and brings it to the international level — in partnership with the world's largest development institution.
