Reform of the Quasi-State Sector

'Reform of the Quasi-State Sector' is a platform for collecting proposals on qualitative changes in the sector of state enterprises and organizations with state participation. At the time the initiative was launched, Kazakhstan's quasi-state sector comprised 6,534 entities: 5,484 state enterprises, 541 subsidiaries of national holdings and national companies (JSCs, LLPs), 509 legal entities with state participation (JSCs, LLPs), 18 national companies, 3 national managing holdings, and 1 national holding.

The work format combined research and discussion: participants were asked to complete a questionnaire on the key sections of the reform and submit their own proposals on the sector's growth areas. Government agencies, independent experts, and the United Nations Development Programme (UNDP) participated in the work.

The initiative is part of TransforNATION's broader line of public administration system reform, in which the quasi-state sector was treated as one of the key directions alongside the concept of public administration and local self-government.
